Mr. Smith is required to take some class this year to help further his education and make him a gooder teacher. Which means one night a week for the duration of the school year he doesn't return home until after the kids are in bed. Which means it's long day for mamma. Which means at 7 o'clock the kids are thrown outside to let off some steam before going to bed.
